What is the difference between an AGCO registration and a general gambling licence from another jurisdiction?

Ontario's regulated online gambling market is genuinely distinct from what most people mean when they talk about a "gambling licence" — and the difference matters practically, not just on paper.

Two layers, not one

Being a fully registered and authorized operator in Ontario's igaming market means the organization has successfully received a registration by the AGCO and, with the exception of OLG.ca, has executed an operating agreement with iGaming Ontario (iGO). That dual-track structure — regulator plus market operator — is what makes Ontario unusual. A licence from Malta, Gibraltar, Curaçao, or the Isle of Man is issued by a single authority in that territory. It tells you the company cleared a fit-and-proper test somewhere, but it carries no legal weight in Ontario and creates no enforceable obligations to Ontario players.

The AGCO registration, by contrast, is rooted in Ontario's own Gaming Control Act. The AGCO will only register operators who act with honesty, integrity, in accordance with the law, and in the public interest — and in assessing eligibility, the AGCO carries out risk assessments and due diligence investigations, including assessments of character, financial history, and competence. An offshore licence typically involves a one-time application; the Ontario framework is ongoing. All registered internet gaming operators must submit an independently audited assessment of the processes and controls they have in place to meet the Registrar's Standards for Internet Gaming.

The standards themselves cover areas that many offshore regimes treat lightly or ignore. The AGCO's Registrar's Standards for Internet Gaming are designed to ensure that player protections, game integrity, responsible gambling safeguards, and anti-money laundering protections are in place. To complete registration, operators will have met rigorous standards of game integrity, fairness, player protections, and social responsibility — their sites will have controls preventing underage access and measures to enable more responsible gambling, and they have entered legal agreements ensuring compliance with applicable laws, including anti-money laundering.

There's also a technology dimension that doesn't exist in most offshore licensing regimes. Some suppliers need to be registered with the AGCO and have their technology certified by a registered independent testing laboratory (ITL). The games you play on a regulated Ontario site have been independently verified; that's not a guarantee you get from a Curaçao-licensed platform.

What this means if you're playing from Toronto

Playing on a site with only an offshore licence means you're outside the regulated system entirely. If a dispute arises, you have no recourse through Ontario regulators. Payouts may not be timely or accurate and could be withheld or delayed, and your personal information and data may not be secured.

Identifying a legitimate Ontario site is straightforward. Look for the iGaming Ontario logo wherever you play as a sign that you're playing on a site that is being conducted and managed by iGaming Ontario, offers player protections, and meets Ontario's high standards for game integrity and responsible gambling.
